Australian Deputy Chief of Mission to the United States

Biography:  Mr Quinlan joined the then-Department of Foreign Affairs in 1973 and is currently First Assistant Secretary in the Department's Americas and Europe Division. He has also served as First Assistant Secretary, Diplomatic Security, Property and Information Management Division (1999-00); Assistant Secretary, East Asia Branch (1996-98); Director, Sea Law and Oceans Policy (1987-88); and Director, Maritime Resources Section (1985-87). He was Head of the Australian Delegation to the Law of the Sea Preparatory Commission in 1986-88.

Mr Quinlan's overseas assignments have been as First Secretary, Australian Mission to the United Nations, New York (1981-85); Australian Deputy Permanent Delegate to UNESCO, Paris (1979-81); and Second Secretary in Dublin (1974-77). He was attached to the Economic Development Institute, World Bank in Washington D.C. (1984).

Mr Quinlan has also served as Chief of Staff to the Minister for Trade (1993-94) and to the Minister for Industry, Science and Technology (1994-96).

Mr Quinlan was educated at the University of Newcastle and holds a Bachelor of Arts degree with honours.

John Wood
New Zealand Ambassador
to the United States

Biography:  Mr John Wood, New Zealand’s Ambassador to the United States presented his Credentials to the President George Bush on February 14, 2002 at the White House. This is Mr Wood's third tour of duty in Washington and the second time he has served as Ambassador. His most recent appointment was as Deputy Secretary of Trade & Economic Policy within the Ministry of Foreign Affairs and Trade in Wellington, New Zealand. 

Born on March 31st, 1944 in Kaikoura, New Zealand, Mr Wood is married to Rose. They has one child, Ben. His interests include literature, fine bindings, sports and V8 cars.

Career
• 1969: Joined Department of External Affairs Information and Cultural Affairs Division.
• 1971-72: Seconded to the Treasury External Economic Division.
• 1972-73: Economic Div Ministry of Foreign Affairs Sec, Inter-departmental Committee on NZ OECD membership.

Beryl C. Blecher
Senior Commercial Officer for Australia and New Zealand

Biography:  Beryl Blecher is a member of the Senior Foreign Service and is the Senior Commercial Officer for Australia and New Zealand responsible for expanding U.S. exports to these markets. Based in Sydney, she supervises a Commercial Service team in Melbourne, Sydney, Wellington and Auckland. Prior to her current assignment, Ms. Blecher served as the Regional Senior Commercial Officer for Croatia, Bosnia and Herzegovina and Slovenia from April 2001 until April 20004. For her outstanding service in representing U.S. commercial interests and opening these markets, she was awarded the Secretary of Commerce’s Gold Medal in 2003. From December 1997 until September 1999, Ms. Blecher was the Deputy Senior Commercial Officer at the U.S. Embassy in Moscow, Russia and then served as Acting Senior Commercial Officer from September 1999 until August 2000 in Moscow. From August 1995 until December 1997, she was Director of the U.S. Trade Center in Tokyo, Japan. She is an eighteen-year veteran of the U.S. Department of Commerce. Ms. Blecher has been an active participant in women’s business organizations, formed a network of businesswomen in Russia and was a mentor for businesswomen in Hungary. She has worked closely with American Chambers of Commerce all over the world and organized the first AmCham in Bosnia and Herzegovina in 2001. Ms. Blecher has a B.A. in International Relations from the University of Pennsylvania and an M.A. in Soviet Area Studies from Georgetown University. She has language fluency in Croatian, Russian, French and Japanese.

Matthew S. Gallivan
President, Nashville Health Care Council

Biography:  Matthew Gallivan has been President of the Nashville Health Care Council in Nashville, Tennessee since 1997. During that period, the Council has implemented a number of new educational, communications and economic development initiatives – including five overseas trade missions – that are intended to foster the continued growth of Nashville’s dynamic health care industry. In addition, the Council’s membership base has more than tripled to 120 Nashville-based and national health care companies and industry support firms.

From 1990 until 1997, Mr. Gallivan was Associate Vice President for Europe and the Americas at the Health Industry Manufacturers Association (HIMA), now known as Advamed. At HIMA, he was responsible for developing and implementing strategies to achieve the international objectives of the U.S. medical device industry, including the development of favorable trade, regulatory and health care payment policies in Europe, Latin America and Asia. 

Prior to joining HIMA, Mr. Gallivan served for four years as Director of Trade Finance in the Office of the U.S. Trade Representative (USTR) in the Executive Office of the President. In that capacity, Mr. Gallivan was responsible for developing U.S. government policies on trade finance issues and serving as a negotiator in international meetings. Mr. Gallivan also represented USTR in Board meetings of the U.S. Export-Import Bank and the Overseas Private Investment Corporation (OPIC).

Mr. Gallivan has authored numerous studies and articles on prospects for health care services and medical technology in global markets. In addition, Mr. Gallivan has served on several boards of directors, including the Tennessee Biotechnology Association and the Nashville Technology Council.

Mr. Gallivan holds an MBA from Georgetown University and a BA degree from Amherst College.

Barry Coburn
Head of Ten Ten Music Group

Biography:  Barry Coburn moved to Nashville in 1984 after a multi-faceted career in the music business "down under." Prior to settling in the United States, he was heavily involved with concert promotion, publishing, producing and management in Australia and New Zealand.

As a concert promoter, Barry toured acts such as Elton John, Led Zeppelin, Black Sabbath, Neil Diamond, Emmylou Harris, Chuck Berry, and the Eagles. He also managed and produced Split Enz, now known as Crowded House.

Barry began his American career with the formation of Ten Ten Management, Inc. in early 1985. His first client was Lacy J. Dalton. That eventually led to working with Holly Dunn, who, under Coburn's guidance, won both the ACM Award for Best New Female Vocalist and the CMA Horizon Award.

In 1988, Coburn signed newcomer Alan Jackson as a client, a relationship that would span the next six years. During this period, Coburn landed Jackson a record deal with Arista Nashville and worked diligently to develop, promote, and perfect Jackson's career. During this time, Jackson won countless major awards, had twelve #1 singles, and sold over nine million albums.

Ten Ten Management's client roster also included Suzy Bogguss, BR5-49 and Diamond Rio. 

During 1999 through 2001, Barry served as president and CEO of Atlantic Records Nashville division, but he has now returned to music publishing. 

Barry works alongside his wife, Jewel Coburn, heading their publishing company, Ten Ten Music Group, Inc. Under their guidance, the company has enjoyed major success with such recordings as “The Little Girl” – John Michael Montgomery, “Somebody Like You” – Keith Urban, “Between The Devil and Me” – Alan Jackson, “The Baby” – Blake Shelton and most recently “Awful Beautiful Life” – Darryl Worley. 

Ten Ten Music Group has worked with Keith Urban as a songwriter since 1991 and the effort has paid off with his breakthrough success. 

Barry and his wife have two sons, Tyler and Glenn. Barry is a member of CMA, ACM, NARAS, JDRF.

Randall Upton
Board of Directors, USAFL

Biography:  Randall Upton returned to the US in 2003 after 24 years living and working in Australia. A dual American/Australian citizen, he is employed in the Office of External Affairs at Beloit College, a well known liberal arts and NCAA Div III college in Southern Wisconsin.

Randall is a graduate of Beloit College. He received his J.D. and LL.M. degrees in the 1970s from Georgetown University Law Center. He has been a member of the US Civil Service and the US Foreign Service with various responsibilities undertaken in Washington, DC; Geneva, Switzerland; and Sydney, Australia. Formerly licensed to practice law in the State of Wisconsin and the District of Columbia, he is currently working on his re-accreditation to the Wisconsin Bar.

During his 24 years in Australia, Randall worked with the American Chamber of Commerce of the USA, Mason Greene & Associates and Korn Ferry International. For the last 18 years he managed his own sports consultancy known as Action Replay Pty. Ltd. 

During the time that he ran Action Replay Pty Ltd., Randall handled assignments that concentrated in the provision of administrative, financial, strategic and development planning, marketing and event management services to non-profit organizations, sporting associations and licensed sporting clubs.

Major positions handled during this time included:

• Equestrian Federation of Australia (Qld Branch) Inc. ~ Chief Executive Officer
• Australian Softball Federation Inc. ~ National Marketing Manager
• National Fastpitch Softball League Pty. Ltd. ~ General Manager

Randall is on the Board of Directors of the United States Australian Football League, the organization that is responsible for the development of Australian Rules Football in the US. He has held this position for over a year. 

Randall is married to Julie Upton, originally of Sydney. Julie is the USAFL’s Office Manager. They have three sons, two of whom are currently living in the US and one who is working in Melbourne. All three sons have played, and are currently playing, Footy.

Greg Foley
President, Australian American Chamber of Commerce (AACC)

Biography:  Mr. Foley’s responsibilities include Account Development and Management. Mr. Foley has 15 years of direct selling experience to the IT industry. Prior to moving to the United States in 1999 and joining Petris Technology, he was responsible for establishing HAHT Software in South East Asia. 
Mr. Foley has also worked in Australia for Fujitsu, Digital Equipment Corporation and ComputerLand. He previously taught for 12 years at St. Aloysius’ College in Sydney. Mr. Foley has a Diploma of Education from the Catholic College of Education in Sydney.
